From The Liquid Highway:

HMS President / HMS Saxifrage (1918) had to vacate her London berth due to Thames Tideway Tunnel construction. To transit upriver bridges in 2016, the top deck and funnel were removed before she was towed to Chatham Dock.

Since then there have been various attempts to rehome and save the vessel.
